The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are conducted: positive announcements are issued from multiple capitals. Immense energy is devoted on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from Russian territory, a capability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons roared overhead – modern combat jets provided to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, probably supplied through Western nations. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from ruin and further power outages.

Continuous Dangers

Not long after, a automatic firearm fired at a aerial vehicle in the vicinity, part of a rapid response unit – most likely imported technology. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its objective.

Intermittently, this continued until dawn. Kyiv faced the early updates: seven people killed, destruction and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on international aid – a dependence that regional partners are clearly incapable to substitute in the near term.

Unsuccessful Negotiations

The detailed framework from US administration generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new approach from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, no doubt, persist.

Tactical Assessments

It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unfeasible to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a complete military breakdown until circumstances change in its benefit.

Present Conditions

Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
